A misconduct hearing held at Wiltshire Police Headquarters has found that a former police constable convicted of possessing indecent images of children would have been dismissed without notice had he not already resigned.

The hearing, chaired by Assistant Chief Constable Deb Smith on Sunday, 14 July, considered one allegation relating to former PC Callum Denley, 20, who resigned on March 18—the same day he was charged.

On 2 May 2025, Denley received a suspended prison sentence after pleading guilty to five offences, including:

  • Making indecent images of children

  • Possession of a prohibited image of a child

  • Possession of an extreme pornographic image

The panel found that Denley’s actions constituted gross misconduct and breached police Standards of Professional Behaviour, specifically those relating to Honesty and Integrity and Discreditable Conduct.

Although Denley is no longer employed by Wiltshire Police, the outcome of the hearing means he will be added to the national barred list, preventing him from working in policing or other law enforcement roles in the future.

Deputy Chief Constable Mark Cooper said: “Callum Denley’s criminal offences were abhorrent and could not be further removed from what a police officer should be.

His actions severely undermined the trust and confidence that the public should be able to have in their police service.

Police officers must ensure their behaviour is always of an impeccable character, and this case is clearly far from that.”

In accordance with Police Conduct Regulations 2020, Denley has 10 working days to appeal the outcome of the hearing.
